Our commitment
RECA aims to make open publications, data, software, protocols and educational materials produced with funding or resources allowing their dissemination, in accordance with the FAIR principles: easy to find, accessible, interoperable and reusable. “Open” does not mean “without responsibility”: each release must preserve security, privacy, partner rights and scientific quality.
Scope and current maturity
The policy covers results for which RECA controls the publication rights. As of the date of this version, the portal does not yet offer a public catalog of operational data or an API. Future collections will be announced with their maintainer, validation level, coverage, license and version history. The current absence of a dataset is indicated so as not to confuse opening intention and result already available.
Results categories
- Observation and radio reception data whose broadcast is authorized.
- Metadata, processing logs and quality information necessary for interpretation.
- Validated instrumentation protocols, test procedures and technical reports.
- Source codes, notebooks, templates and reproducible environments.
- Articles, reports, presentations and training resources.
- Negative results or experimental limits useful for reproducibility.
Publication and validation levels
Each published resource must have one of the following states:
- Preliminary: non-definitive data, subject to recalibration.
- Validated: documented controls and stable version.
- Revised: correction published with change history.
- Archived: retained for citation, but replaced by a more recent version.
Sharing occurs as soon as reasonably possible after validation. A limited embargo may be applied to protect individuals, cooperation, a patent application, critical infrastructure or a contractual requirement. The reason and expected duration of the embargo will be documented where permitted.
Formats and documentation
Open and widely readable formats will be favored: CSV or Parquet for tables, JSON or XML for structured exchanges, GeoTIFF/COG and GeoJSON for geospatial, FITS when relevant in astronomy, PDF/A or HTML for reports, and Git repositories for software. Each collection must include a README, a data dictionary, units, coordinate system, provenance, quality controls, usage limits and a reading example.
Licenses and reuse
- Data: CC BY 4.0 or CC0 when RECA holds the rights and the context allows it.
- Documents and media RECA: license explicitly displayed for each resource.
- Software: open source license adapted to the project, accompanied by dependencies and exclusions.
- Third-party content: conditions of their owners; no relicense implied by RECA.
The final license stated on a resource takes precedence over this general policy. Reuse should not suggest that RECA endorses any third-party product, conclusion, or organization.
Citation and versioning
A recommended citation will accompany each publication: author or team, title, version, date, publisher RECA, persistent URL and license. The published versions will remain identifiable; substantial corrections will produce a new version. A DOI will only be assigned to results that are sufficiently stable and documented to be cited.
Responsible restrictions
May be excluded or aggregated: personal data, location of sensitive infrastructure, information subject to export control, contractual secrets, uncorrected vulnerabilities, frequencies or parameters whose dissemination would create an operational risk, as well as content for which RECA does not have the rights.
